Evolution of customs taxes in panama from 1821 to 2021

Abstract

Compared to other countries in the region, the Panamanian economy has been linked to foreign trade; therefore, all the actors linked to international trade have had to implement modernization plans, including the National Customs Authority. Between the 16th and 18th centuries, the city of Portobelo was established as the first customs house in the new world, and it was not until 2008 that through Decree Law 1 the National Customs Authority was born in Panama. In this investigation, I investigate the decrees and laws that have been the origin of these taxes and how they have changed over time, providing the opportunity to learn more about this topic, to be able to understand the reason why they were created and how they attribute these an added value to our country. The research was carried out with the objective of documenting and analyzing the evolution of customs taxes in Panama from 1821 to 2021; know the decrees that had the greatest impact on the implementation of these taxes; explain the measures used in the matter of customs taxation in Panama as well as how they protected the collection of these taxes. To carry out this research, Internet documents from Google Scholar were used, made by authors such as Kristian Rendón Serna, Oscar Ceville, Constanza Loreth Fajardo-Calderón, among others. After a thorough analysis, the researchers interpreted the information acquired, creating their own criteria and conclusions, which are shared with the public throughout the investigation.
